Here's my TL;DR edition of it:
Fighting skill: Batman. Frank's one tough customer and he's definitely skilled, but in hand-to-hand combat, Bruce is simply better.
Equipment: Draw. Frank doesn't have the same kind of advanced gear as Batman does and he doesn't have as much variety, but in his hands, his gear can make a huge difference. Batman has the skill to avoid getting shot at range, but Frank has what it takes to turn the tide with proper use of a flash bang, grenade, or even a pistol at point blank range. All of Batman's gear would prove effective against Frank - it's just a matter of what he uses.
Physicals: Batman. Frank's impressive for a human, but Bruce is every bit as tough while also having better reflex and agility feats.
Mentality: This one's tough because Batman is smarter, but Frank's tactics are impressive and he's way more likely to do something dirty in order to even the odds. I think Batman's smarter and the more gifted tactician, but Frank's willingness to fight a little dirtier, especially when Batman thinks Frank is defeated, could serve him well. I'd side with Bruce, but Frank's willingness to fight cheap/dirty will aid him in close combat.
Verdict: Batman's the better fighter and his variety of gear will keep Frank on his toes. I see Batman winning, but Frank - if he has even the slightest opening when the fight is up close and personal - could do what needs to be done to earn the win. I don't see him killing Batman - he'd likely suspect Bruce is a hero - but he'd be willing to go further than Bruce would. It's not enough to assure the majority, but it's enough to make things interesting. Still, Batman's mentality, skill, and equipment should give him the win.
