Batman and his Prep

In JLA: Tower of Babel, it was eventually revealed that Batman had organized a way and plan to neutralize the Justice League members in case they ever went rogue. So why exactly hasn't he done this for all the villains in the DC Universe and implemented them?

@avantar: I don't think he has the time. He's to busy preparing for, and fighting crime in Gotham - not to mention fighting with the Justice League.

His plans didn't even work well in Tower of Babel.

if Batman solo's every villain in history, what are we going to read about?

its the same reason Superman or Flash doesn't just end crime on Earth and imprison every villain in 5 minutes
