@patrat18: Maybe. Harley has nothing to do with ARGUS and never has, but Arrow has no qualms about f***ing with pre-existing characters. That also looks more like she's a prisoner than an inmate.

If I had to guess I'd say it isn't her. But I could very well be wrong.
