Marvel focuses more on interpersonal drama while DC is a bit more action/adventure/mystery. So while they have similar heroes, they play out differently because how each company treats its properties.

I would say they are more of a rip-off than Captain Marvel/Superman, and that only ended in tears.
I don't think anyone mentioned my favorite rip-off yet...
Marvel creates Thanos, based on Darkseid. Then DC creates Mongul, based on Thanos. It's pretty much the Inception of rip-offs.

Possibly, possibly not, but Marvel seems to do them better. Or at the very least give them better names. Deathstroke makes me think of an old dude that's died of a stroke - "'I'm sorry sir, your father had a deathstroke, the worst of all strokes". Green Latern - poor name (orange torch, purple glowstick). S.T.R.I.P.E. - versus the agents of Z.I.G.Z.A.G. Martian Manhunter - too much of a dated 50's vibe going on there. Moon Knight is a poor name also though, so not saying Marvel is perfect at naming too!
Oh, and I think comparing jigsaw to two-face is a bit of a stretch to be honest.

first of all, let me say, I'm no Marvel fanboy. I read lots of DC and don't hold either in higher regard than the other. Yes, I agree that DC and Marvel have been ripping off each other pretty openly for decades...but I think some of your examples are a bit of a stretch.....
1- the Hulk was actually based on Frakenstein's monster but whatever
2- because they're both magical? That's the only similarity, right?
3- STRIPE may have come first but Iron Man is by far the best known of the 2. And again, it's only their tech that's in any way similar
4- that's an old and heavily discussed debate. They're similar....but so is every other vigilante hero...are they all just rip offs of Batman? Hard to say.
5- kinda, yeah.
6- they're both just very blatent rip offs of Robin Hood
7- well...yeah, wasn't that sort of the point though? He was supposed to be Marvel's "superman-level" hero.
8- no, actually Black Cat dated Spidey, stole lots of stuff, and dressed like a hoe before Catwoman did- Selina's older, but she wasn't always so sex-kitten

Yeah, Teen Titans were meant to be a Young Justice League, and Young Avengers were meant to be Young Avengers, no pun intended.
Vision was more of a Red Tornado rip-off than a Martian Manhunter. The character Pat Dugan was around before Iron Man, but Pat did not become S.T.R.I.P.E until the 90's. Thanos reminded me more of a Darkseid rip-off.
To answer the forum question. I think Doom Patrol is a rip-off. Especially when it comes to the leader and the villain group they are against. However I do like Doom Patrol more than X-Men (Huge DC fan and I like how Doom Patrol is visited once in a while while X-Men gets shoved in our faces in all forms of media) so it could be biased opinion for me.

How can Doom Patrol be a rip off if they came before the X-men?
And Thanos is a rip off of Darkseid.
Starlin has admitted the character is influenced by Jack Kirby's Darkseid:

The X-Men ripped off the Doom Patrol, not the other way around. The Doom Patrol came first.
