A Hero and Cannon Fodder question..

Ok so I hope I ask this right...but how is it determined to be a great feat when a Hero beats a bunch of fodder? Like example..

Hero A kills a Fodder group of regular thugs.

Hero B kills a Fodder group of thugs from a city wide criminal organization.

So would Hero B be > Hero A because of this or? Like how do we go about it really? Do we look at the cannon fodder stats? Their supposed reputation(seeing as that is all comics will do...) or what?

Because despite that, they are just fodder to be beaten right? So....trying to figure it out.

@wolfrazer: it depends on how the hero defeats them and what goes on in the battle(unless the fodder are shown to be like Superman level alien or something).
