Why do writers refuse to allow him to be an Avenger?

Falcon is basically the Brian Scalabrine of Marvel at this point.

Falcon was great in Brubaker's Cap run. I thought he was an Avenger in Hickman's book?

Indeed. Honestly, I don't get all the hate for the character. Any superhero can be useful or interesting in a team context under the right pen.
