Why are the unofficial powers unofficial when they are official in the comic books?

The unofficial powers section on comicvine. Why is it considered unofficial when it's in the same books as the official powers?

I think what D.o.E. means by this is why are the unofficial powers listed listed that way?

Example:

Official Power: Sub Mariner

Unnofficial Power: Water Control

There was a time when we could add powers. I think all the unofficial ones are those that were added by users or just didn't have icons, not sure.
