Ah...don't think so, the character has to be an actual character with something on them other then what you can think of in your head.
I've wondered about this. Say I establish a free webcomic, or one thats printed and sold ,with original characters and plot, updated on a regular basis, that gets a high number of hits, all independently mantained. Could I make Vine entries?
The character I'm talking about isn't my own creation. He's a real character.
