Superman and Batman's friendship, or Hal and Ollie's?
Who's friendship do you think is stronger?
Hal and Ollie is the most meaningful friendship in DC. Supes and Bats are heavy hitters and they rely on each other a lot, but Hal and Ollie have a natural friendship that is organic. It's never come across as forced and its one of the cornerstones of their personal and superhero lives since before I was born.

But Clark and Bruce are really Superman and Batman. Bruce and Clark are just their covers, their way of fitting into normal society. Clark is Superman's escape, his vacation. Batman would never be Bruce if he could get away with being Batman 24/7. Whereas Ollie and Hal are more your average joe's. That being said, I have no idea who's friendship is stronger...

he only thing is that Bats and supes is like the ultimate team "worlds finest" so sometimes that bond is strongest there is the bond of the ultimate super team.

It's Superman and Batman, because it's difficult to someone like Superman to like someone dark like Batman, and very difficult to someone like Batman to like someone so... like Superman.
Anyone who seen them in action together like in Superman/Batman will know they don't have just a co-worker relationship, their friendship it's just expressed in different ways than a regular relation because their friendship itself is different from any other.
The topic didn't specify just guy/guy friendships. What about Dinah and Barbara? When Hal bailed on the League, who did Dinah turn to for advice? And who stood (well, sat) next to Dinah at her wedding? I'd say the two of them, while not as long-standing as Hal/Ollie, have at least as strong a friendship.

Batman and Supes. Their friendship is so strong that they spent the night together at the Fortress of Solitude talking about their feelings, watching alien suicidal tentacle porn, and crying when they were finished. No other comic friendship is that hardcore...and no, I am not making that s#!t up.
Not every best friendship is also a bromance. They are both intimate relationships, but they are not synonymous.
Much as I love the Bruce-Clark best friendship when it's well written, only Hal and Olli have an honest bromance going.
Black Canary has been jealous of the Hal-Ollie relationship! You never see Lois Lane feeling like she has reason to be jealous of Batman.
Besides, "Holli" sounds much better than "Brark" or "Cluce".
