@j_hickmanisgod: Well if you aware of the fact that Doc Ock was one of Pete's most ruthless enemies, you'd understand. Hell, not long before the events of Superior Spider-man, he tried to destroy the world because he was just tired of it.
He was stopped but still.
He lived most of his adult life stealing and hurting many people. A criminal. A villain. And Pete was the hero that always stopped him. So when he realized he was dying, instead of try to atone with the time he had left, he instead chose to steal Peter's life. May I remind you that Peter is a good man. A great man. Always has tried his best to do good and be respectful. Ock just straight up stole his life. Swapped bodies with him and let Peter die in his body.
At best you could say he was indeed seeking to better himself with his new second chance but instead he confronted all his problems with nothing but anger and vengeance. He treated everyone like crap. Beat up people for even the smallest of crimes or even just touching him. Oh, and when he figured out Peter was still lingering some where in his body... what did he do? Do the thing a hero would do and give back his body? No. He ERASED the poor guy and not before making him feel bad for having one moment of weakness. And he didn't feel bad about it. He felt... proud. Like he had "won".
It wasn't till the very end when he realized that he was just a crazy egomaniac that just made things worse.
