US Agent has his arm and leg back. I guess the Watcher has the power to restore him, they are cybernetics, or this is a younger version / alternate earth US Agent.

LOL.....Isaiah Bradley's medical plan was denied from S.H.I.E.L.D. Insurance for him to get back in the field or the marvel superhero community is prejudice against minorities that are mentally challenged from the government. Superheros that has the power to do something about it and make him better is like "Oh well, so sad, but anyways How about that Venom? Isnt he something?" but if you was a caucasion superhero or villain who is seriously messed up in the head oh yeah people bust their ass trying to get you better or hell give you crazy benefits that pisses off Aetna or Metlife.   
 
Elijah Bradley is underage to join the CA Corps. he has to wait till he's eighteen, His superhero work permit can only let him do so much.  
 
j/k by the way. Even though I do think there is some truth behind that.

OR it could be Steve Rogers when he wore that costume as "The Captain".   Steve wore that black outfit when he gave up the Captain America mantle in refusal to be a puppet for the government.   The current USAgent was tapped to be Steve's replacement as Captain America.   At the end of the story arc, it was discovered that the Red Skull was manipulating the US government and Steve returned to being Captain America.   USAgent then took Steve's black costume as his own.

I hope it is the captain identity, it's the best one.

Ok, I'm not so confused anymore. Captain America Corps is supposed to be a mini-series about different Caps pulled from different/alternate timelines, right? So, I guess Bucky does not survive after all.

No, Steve, Bucky, and Walker are from Earth-616, they are just from different periods of time. But American Dream and the other guy are from possible futures.
