It got 79% rating on RT and the third most highest-grossing motion picture set during the world war II era, how is it underrated? By underrated if you mean one of the less recognized marvel movies, I guess because it was way too "retro" for most marvel fans.
I think it also may have to do with a lot of people weren't expecting the majority of action to be in a montage. That seems to have disappointed people, at least from the circles I hang around in.
The First Avenger is one of the best CBM's in my honest opinion and Winter Soldier is my #1. Caps movies are absolutely solid, and Chris Evans plays the character perfectly. Sadly, Robert Downy Jr's ego just eclipses everything else so it's all pretty easy to overlook.
Because people are hypocrites. They say: "Marvel movies are dumb and childish, it's just a bunch of explosions".
Then they see Captain America: TFA, where the vast majority of the entire movie is dialogue, and thought provoking messages, and character development, they say: "Ugh. BORING."

Some people see CA: TFA as a prelude to the Avengers movie. Some of the fans see it as a build up type movie hinting at something bigger. When you think of it that way, the movie can be easily overlooked. But I thought the First Avenger was a really good Cap movie. It deserves more praise and recognition than simply a build up/prelude type film.
