Because it doesn't make sense. Since mods are in charge of attending to flags, it is recommended anyone who takes exception to their behaviour send a PM to either other mods or a member of staff. That way we safeguard users to an extent, as while it is pretty unlikely that a mod is gonna start some trouble, users need to be able to report them if they are inappropriate. In that context since it would be very easy for you to flag me, and for me to simply ignore/hide the flag, it makes little sense in terms of being fair to users trying to make legitimate complaints.

Generally people who are chosen will at least be known to a couple of mods, they tend to choose people who have proven helpful, don't cause trouble and haven't been at the center of too much drama. I guess they rely on your past behaviour in terms of deciding whether or not you can be trusted.
