Superboy Prime was a full Kryptonian too... heck he was even more powerful than a Regular Full Kryptonian and look at all the Hell he caught with Kon El during the Infinite Crisis

Yes, Nightwing is not as strong as a real Kryptonian.  In Action Comics 876, Ursa says that he only has a fraction of the power of a real Kryptonian.  Chris Kent even admits it himself.

Yay Kon-El vs Lor-Zod

Conner easily defeats Chris
 
Reasons:
 1) Chris only has a fraction of the strength of a real Kyrptonian for all his powers where as Conner is strong enough to fight even Superman but not as strong as him. 
 
2) Conner has far stronger TTK and can do a whole lot more with it not to mention it alone grants him abilities on par with a kryptonian
 
3) Conner is only half kryptonian but isn't any less stronger  than a full one and has shown to even surpass Supergirl in power when grown up which makes since he's only been alive for 4 years comic time and Superman and Supergirl for at least 20 (30 for Superman) and the more energy they absorb over the years the stronger they get and he's almost on par with them already and has been under the sun for a lot less. Only draw back he has is he processes the energy slower but that might have been cured since he was able to go toe to toe with Prime(who can take on all the earth's heroes at once) in full on daylight which keeps Prime at silver age Superman strength as long as he's in it with no energy being used up and was matching him blow for blow without his body eating itself or getting his butt whooped again.
 
4) If you remember Black Zero you'll know Conner can conquer whole dimensions with  his telekinesis alone not to mention rip down a door strong enough to contain a hundred Doomsdays
 
5) Conner is a far more experienced and skilled Brawler
