Struggled? The only person Shao Kahn has struggled with is Raiden, who's basically his opposite number, and that was nothing more than plot device! Kahn could do to Lui Kang What Tsung had to do with the help of Quan Chi, which is snap his neck like a twig, but there are rules in place by the elder gods for Lui to even have a chance! It's basically like the MK vs DC game comming out, they have to numb down a few of DC's characters (via magic, obviously) so it's not one sided to DC, same with the MK tornaments, they have to numb down characters like Raiden & Khan, other wise there'd be no tournaments!"
