Zoom: Maintains his ability to slow time and the enivironment around him.
So, who wins?
In my opinion Zoom would probably defeat Captain Cold despite his advanced weaponry. This is due to the fact that Zoom, unlike Flash, is easily able to maintain control of his speed (seeing as time is actaully slowed down), he could therefore dodge attacks from the freeze ray with relative ease. He also wouldn't need to worry about impairment of his senses such as hearing and seeing, this therefore also grants him an advantage.
