A lot of bad guys can time travel but never abuse the power because it would break most stories, the writers could allow Zoom to alter the past because he had the limitation that he could never do anything that would prevent Wally of maybe Barry from becoming the Flash.

Zoom is faster than the Professor (who is usually the one pinned to the title "Reverse Flash"), though they are both technically Reverse Flashes.

Ha, wrong forum, but Hunter Zolomon > Professor Zoom in speed. In raw power, it goes the other way around. I still wager Professor Zoom can smack Zoom around.
