Really depends on if the go into it with the mindset that the other just has to fall.
If so, then Emma likely wins because her abilities are faster. Though it has to be said I don't think Zatanna is a psionic pushover considering all the spirits and demons she brushes shoulders with.
If not going in for the insta kill, then I think Zatanna is much more likely to take it because while Emma is good for a bit of snark and condensating comments, Zee only has to say a few backwards words and it's going to be over, plus the backwards speak might confuse Emma.
Zatanna doesn't have much in terms of telepathic defences, but she does have strong willpower. She could likely briefly resist being mind controlled, but Emma would shut her mind down instantly.
I don't know why people undervalue Zatanna in all these battles.
1. She's one of if not THE most skilled Magic user in the DCU that ISN'T a ACTUAL GOD like Fate. She's the cream of the crop is what I'm saying.
2. She has formidable mental fortitude which is why it's usually extremely difficult for entities like gods and demons to possess her. She can definitely hold off Emma long enough to say "peels" or "ekohc" or just "eid" they're all only one syllable.
3. If she has her wand or her hat I'm pretty sure she can use them and light magic without even spell casting so she doesn't even always need to speak to use magic. (Admittedly I could be wrong but I'm sure I've seen her do this before.)
Point is she isn't a pushover and has a good chance of winning.
Zatanna wins. She's outsmarted omniversal beings like Pralarya, who devoured all of DC Comics and regrew all of DC Comics. She does not always need to say her spells backward. It's just a method to help her boost her concentration. The more she concentrates, the better her spells come out. Emma could try to shut her up or intervene with Zatanna's backward speaking, but again, she does not always need to say anything in order to cast spells. She's casted non-verbal spells, and when Faust removed her mouth, she projected her voice into the air and was still able to cast spells, regardless. So Zatanna Zatara wins.
