Tien and Krillin could solo at their strongest. Toriyama said that he left Tien out of the beginning of the Buu saga because he would have beaten Dabura, so there's that. His Tri-Beam also rocked second form Cell. Krillin is said to be the strongest human. Yamcha is a wild card up until final form. and Chao-Tzu probably stops at like second form tops.

All the Z warriors could Solo Frieza by the end of Z.
