@the_caped_crusader: I'm not knowledgeable on either character to really give a valid opinion. I assume Phantom Stranger should win on paper without much trouble but I hear he lacks combat feats so I could be very wrong. I really know nothing about him.

Mismatch.

Yuga-Khan outstrips Phantom-Stranger by sheer force exhibited alone(incapacitating Darkseid with 0 effort, upon his release I believe he also leveled a solar-system, or similar).

To put it another way; even off the Darkseid feat alone, Yuga-Khan can only be logically held to win this because The Phantom Stranger literally has NONE to approach, let alone exceed, it martially.

Or if you wanna apply the ABC route; Darkseid put up more of a fight against The Spectre the one time he directly faced him, as opposed to the two times(I can name offhand) The Phantom Stranger did.

The Phantom Stranger can only be argued to stalemate against any give character. Yes, "any". Why? Because, best I've seen/am aware of, he's literally NEVER beaten anyone.

@xiix: Well idk what Phantom Stranger is being used but new 52 Stranger stalemated Spectre, the fight had to be stopped by the Presence and as said by the Presence all creation would have been destroyed had they continued.
