Hes too thoughtless to take on X-23 on his own. Its part of his character.

What do u mean thoughtless? He's not stupid and doesn't just rush into things, and do you think he's learned nothing from his time with Bruce?
Terry has preparation, has the technical genius of Bruce Wayne as backup, and a plethora of technical tools/gadgets at his disposal.
He's arguably as good in hand to hand as X-23 but if he's smart (trained by Bruce gives every reason to believe he is) he would never have to go that route. Battle setting in Gotham, Terry's home turf and Terry has prep; X-23 goes down at range without Terry having to worry about those nasty claws...
@cascadeking09: He does run into situations quite often. Terry isnt stupid but he tries to overpower his opponents or keep a distance with batarangs, if that doesnt work then he figures something out. In Hush Beyond he turned Bruce off mic, and took on Hush beyond and got stabbed in the stomach by a knife and Stalker's spear. Hush even said that Terry forgot one of the old man's lessons, dont let your enemy get in close or something along those lines. If Terry were by himself he has the tech to take X-23 but since bloodlust is off, he wont start with a heavy attack weapon like the belt saw, explosives, electro touch, or the heat increase on the suit. He will more likely stick to h2h and try to over power her, or dodge and throw batarangs. If he doesnt figure something, he is gutted. But since he has Bruce and prep he has the edge here.

He isnt as skilled as X-23 or atleast hasnt shown it, im not saying he is bad at h2h he was trained by Bruce but never to the extent that Dick, Jason, and Tim are at.

I know she was an assassin, i was merely telling Ramtha that Terry hasn't shown the h2h prowess that Laura has, and Hush Beyond was a good story, a great way to kick off his main series.
