I don't know anything about Hei but unless if Hei has anything to restrict movement, X-23 will eventually take this after being burnt to a crisp a repetitive amount of times.

The only problem is keeping Laura down, but Sasuke should be quite a bit faster and stronger than her.

I do not know anything about Hei! As far as Sasuke he can probably take care of Jubilee but X-23 is the problem, she is durable enough to last until his chakra depletes. As far as the decision I can't say until I know more about Hei.

He can because his power is electron manipulation, electricity is main way he utilizes it. Hei (end of season 1) learns how to do this, only using the meteor shard to increase his powers.
