Don't know anything about Panda and Retro, but the angel sisters can't hurt the more powerful members of the JLA like Superman, MMH, or Captain Atom.

@juiceboks: It's the animated JLU series. Also, P&S are angels and their power is essentially magic. Pandy has some weird energy thingy and had a baby with Retro that was born with a gun in its hand and came out shooting. The whole movie was just ridiculous whackiness through and through.
