Eventually Supergirl will be as she is a New Earth Kryptonian. However, as of now she's more than likely just as strong, but probably weaker. What makes SG seem stronger than the likes of Clark and Diana is that she rarely holds back, which is something the two of them do all the time, and is mostly full force all the time, though she has gotten better that she used to be.
Power Girl, being an Earth Two Kryptonian, is for now as strong as Super, but will eventually weaken as she gets older.
