Depends on what Bullseye has to use. If it's just things on the rooftop, he's dead in minutes if not seconds. If he has weapons, maybe a little longer. Either way, ultimately:
First and foremost, Bullseye is my favorite character. That being said, Wolverine takes a solid 9/10. Wolverine's durability, healing factor, endurance, speed, skill and adamantium laced claws will allow him to close the gap and not slow while taking hits from daggers. I give Bullseye ONE win if he's allowed to prep and bring weaponry of his choice.
Um, I'm not going to make any claims that Bullseye can win this, but hasn't the guy used a finger flick to shoot a paperclip across the room, richochet off multiple hard surfaces and land perfectly into a drinking glass? My understanding of Bullseye is that anything in his hands can become a lethal weapon, even individual staples. I remember reading that he threw a toothpick and killed a man, from like a hundred meters away. All he needs is a handful of pebbles to render Wolverine unconscious. Stones, iron pipe fittings, broken chain links should be ridiculously lethal in his hands. I'm not saying Wolverine would go down, but Bullseye has plenty of ammunition on any littered rooftop, street, room, etc. to deliver many highly accurate and powerful strikes in a very compressed period of time. He might be able to blind, slow Wolverine down, or even disable him. I can see Wolverine having a very hard time of there is a sharp shard of metal impaling one of his heart's chambers.
Really? Even if he blinds Wolverine by shooting small slivers into his eyes? Even if he shot several small spikes into Wolverine's heart? Your heart can't pump if it's full of metal. Bullseye is easily accurate enough to pull that off.
With a gun, he could put bullets into Wolverine's eye sockets, thus ricocheting around within his metal skull turning his brain into slurry.
