I'm not sure, those wolfpack people didn't seem that capable of surviving..

They survived Nemesis. They were cut off from help from Umbrella temporarily and kicked so much butt management reconsidered. They survive here.

@Joey809: I doubt that thugs would be more of a threat than government operatives. Or Nemesis.

I've only seens bits of ORC, but I know Wolfpack wins with little diffculty.
