Wilson Fisk from the Netflix Daredevil show vs Malcolm Merlyn from the CW Arrow show in a prep battle to "save their city."

Fisk and Merlyn both move to Chicago at the same time. They are starting over from scratch--no money, no connections. They both decide that they need to "save" their new adopted city in the same sense that they decided they needed to save New York and Starling City before.

Which one manages to "save the city" first, and why? (Their exact definitions of saving the city may vary but assume it means something like functionally taking it over.)

They do not necessarily come into personal conflict in this at all. Just a manipulation of money, power, and other people. Who is the better businessman? Who is better at manipulating people? Who can more quickly amass resources? Who is more ruthless? Who is more likely to overcome problems? Who is the better tactician or strategist? Who is more likely to inspire loyalty in his henchmen and build allies among the existing underworld? (There are no superheroes in this city to oppose them.)

Merlyn. The dude has the ability and connections to fake his death and hide from the League of Assassins.

Malcolm is more charismatic and personable. He can get people to buy BS for their life savings. He's not called the Magician for nothing. Wesley does most of Fisk's business because he isn't people savvy and not someone who is good at working alone. That's what caused him to break down, the fact that everything was taken from him.

Merlyn would "save" Chicago far quicker. He's just better at being well rounded.

If they aren't allowed to use violence, Fisk.

If they are, Malcolm could:

1. Murder Wilson in his sleep

2. Plant some evidence and get him imprisoned

3. Literally walk up to the mobster boss, fuck him up and take his people

4. Beat everyone into submission

To all the people saying merlyn you realise he starts off with no connections right? Fisk was far better at utilizing resources to save a city.

I'm not going to take sides on the debate, but there;s some truth to this. Fisk got where he was solely through his own work and ability to persuade people, so we know he can start off with scratch. He also built up a network of other criminals and ultimately took over all their businesses, whereas Merlyn mostly persuaded other previously-non-criminal rich people to do what he wanted (at least for his signature accomplishment of the earthquake machine). And Merlyn started off with tons of money and connections--although he had to persuade his own way into the League of Assassins. He's kept afloat since he has been on his own, but he hasn't returned to major crimelord status.
