Wildcat should take this. I think Frank is a good hand to hand fighter, but he doesn't have Ted Grant's punching power. I mean, the man has been referred to by Batman as having the hardest punch of any human he's ever encountered, and that says something.
They're 2 of my most beloved street levelers but I gotta back Wildcat in a pure H2H fight.
Yeah, even old, immediately pre-flashpoint Ted I'd say has a good chance of winning this. Ted rolls with the JSA. The man has alot of a experience battling villains on a completely different tier than those that Frank generally faces.
I'm going to give this to younger Ted 10/10. Old Ted (pre new-52) 7/10.
