There's tactical smarts, there's technological smarts, there's street smarts, there's people who has a high level of understanding of almost everything they encounter.... Just saying smarter is not enough. Can Tao build a doomsday machine that can crack a planet in half or stop time? Can dr doom talk people into killing themselves, o becoming his slaves?

^Basically this. Reed can invent something that will destroy galactus and save the world, whereas doom invents something that steals Big G's power so he can use it for the sake of being a villain.
It depend on what you mean of intelligence. Doctor Doom and Reed Richards have more scientific feat but in terms of raw intelligence Tao has them both beat. Tao was able to speak at just two weeks. He has the ability to understand how things works for example when he fought voodoo he was able to understand her magic by looking into the apophenia of her mystical power and he was able to predict future events by analyzing society. Tao actual powers apophenia that how he able to manipulate and control people behavior.
Tao is definitely the smartest of them, he's so smart his superpower is literally how smart he is and how that affects people around him. Plus he could just make them tell him everything they know and he would understand it. Doom stole Silver Surfer powers with tech and prep, Tao stole a reality warpers powers with his voice.
Two is basically a better version of Forge. Reed is a tad bit smarter than Doom in astrophysics, But Doom is smarter than Reed in every other department from:
Biology, inventions, history, economics, arcane, war strategy etc.
And no, Two can't just tell Doom what he needs to know because Doom's will power is second to Beyonders. And when there's a will, there's a way.
This is a bit like a thread I saw a few months back of, who would be better be able to teach science to elementary school kids - Reed Richards or Lex Luthor? Most people conceded that Reed was slightly smarter in the sciences, but Lex was the overwhelming winner. Why? Social skills. I've seen Reed hardly notice Sue incredibly upset over things before and have no idea why and, frankly, social intelligence is intelligence too.
While Reed slightly outpaces Doom in the science, Doom plays the political game better, he's better able to manipulate people, and he's shown more acumen with magic. This reveals types of intelligence beyond mere academic and science knowledge and while Reed wins in the one, he lags way behind in other areas.

He broke her will and made her incredibly submissive to her. What he did was a different method of domestic abuse. Not all forms of domestic abuse has to involve violence sometimes the abuser can play mind games with victim head make them feel like there are nothing that there worthless.

Anyway to to get the point I agree with you that Tao is smarter than doom and richard because he was able to speak when wad just two weeks old and ge understood th blueprint of the universe when he wield the creation engine. What I don't like is when people say he smart because he trick majestic into recruiting maxine majestic only agreed because tao challenge his ego it had nothing with him being smarter and the only reason why tao wad able to get inside a Cole head was because Grifter was not on guard.
