i think Galactus was smartest the every being on the list with his milenia or bilion years experience and the ability to build the advance technology and even Reed richard admitted and admired of the technology which build by galactus and galactus was a creature of Ultimate nulifer the strongest weapon which maybe only can be created by Galactus other most the other being maybe were only a omniscient which only knowing about universe  and but they not to cleaver on technology. Galactus was omniscient on two things( knowing about universe and very cleaver on technology ). so galactus was the best and the smartest one

I don't think cosmic equals instantly more intelligent, just means a different scale. It's like Batman, who's only human, but can go toe to toe with metahumans despite being so out-classed. In turn that, in my opinion, means Batman is more powerful as he wins even with a huge disadvantage. For me it comes down to Lex Luthor, Von Doom, Reed Richards, Braniac, and Leader. I would also throw Dr. Strange into that list, but he’s not included on this specific one.
