Merlyn is the one who has Top Manipulateing feat btw guys not lucifer I beleive...
w/MJJ whole affair was all about him manipulateing all the events there & teaching/learninh/showing Roma how to be the new Omniversal Gaurdian at the same time with the Omniverse in dire peril, yet he considered it all a game & moved all the chess pieces perfectly like the pawns they where & havein evrything ending exactly like he planned...
& has to manip at these levels almost daily it seems with his position..
Would venture Raven for manipulating the events that formed the New Teen Titans (not at the top, but still impressive).
did'nt just recton inDC or something that AntiLifeEntity manipulateing Monitors/AlexanderLuthor ect ect. to recreate Multiverse w/the 52 Universes...

Don't know about best, but my personal favorites are Tao, Loki, Black Panther, Daken and Doom
Edit: Forgot you wanted examples.
Tao: Wildcats Homecoming and Gang War, Point Blank, Sleeper, basically every appearance (not counting that BS Gen13 stuff)
Loki: The backstory was all throughout that latest volume of Thor, but I think the high point was issue 11 or 12, the one about him, also the new Journey into Mystery stuff is great.
Black Panther: Priest's BP
Daken: I think I liked it most when he was on Dark Avengers
Doom: no specific example
Lucifer, Loki & The Red Skull come to mind here...Um...why do you have Loki and the red skull even close to lucifer?

Can't think of the best, persay, but Loki is the main reason the Avengers exist. His manipulations caused their formation. Then there's Lucifer(no s**t choice). Krona is a big one as well. Sinestro is good in his own right. Red Skull would be a much better manipulator if he could HOLD ON to the Cosmic Cube long enough.
Edit: Forgot Mephisto(not a HUGE one, but still a pretty good manipulator). Also Uatu in his own right, and Thanos.
