Who would win in a game of tag?

The Flash(Wally West), Minato, Quicksilver, Nightcrawler all take a break from the monotony of being superheroes /villians and meet up in a park for a friendly high speed game of tag. Who would win?

Rules:

No tag backs (meaning, whoever gets tagged cannot immediately tag the person back)

Base is allowed but you can only stay on base for 5 seconds and there is no camping allowed.

The Flash cannot steal their speed or whatever it's called.

They are playing in Central Park and they all start in the middle of central park. No one can leave the park.

Last person to be it at the end of an hour loses.

I personally think it comes down to Nightcrawler Vs Minato and the others are just spinning their wheels.

Wally tags them so fast the other three didn't know the game already started.

Unless Minato is allowed to put his teleportation tags on other's he is useless here.

If he is allowed, Nightcrawler will probably lose if they know the time, Minato can teleport to Nightcrawler at the last second and tag him. If they don't know or see the time running out, it will be 50/50 between them, depends who lucks out.

Wally and Pietro will just sit around because neither of them are getting touched here.

Minato also has body flicker which is similar to flash step in bleach. Combining those two, I thought he might be able to at least tag Pietro? Plus how is Flash or QS not going to get tagged by. NC he's a teleporter he should be able to do something at least.

And let's say Minato is allowed to place tags on the flash only. How does that change things?

What about reflexes? Doesn't that play a part in tag? Not just raw speed?

Wally never rebooted the DC universe.

He did stop it from being completely destroyed a couple times, though.

I'm not sure but I think it's one of those games that certain rules go by "house rules" in the sense people play it however they want to. I know when I played as a kid, we just played until recess was over or until we got bored/tired
