OP top tiers like Prime Roger and WB (with airquakes) were speculated to be planetary level. Although it's all hype, terminally Ill, dieing Whitebeard with lava holes in his chest was island level easily, his Prime would have been insane.

Toriko... I'd say somewhere after four beast arc. Probably near cooking festival arc, but it's honestly a little difficult to believe, being naruto and all. Toriko doesn't have that many explosion feats, but he does have solid speed and cutting power feats. Then there's this monster:

The reason chinjao split it is because the ice had a special property of breaking when force is focused on a small area on it. Garp was actually multi-mountain level in their fight if he went all out, he trained to beat chinjao and only took down eight mountains during it. We already know two admirals going all out takes out a large island at best. They're not reaching country level any time soon.

Naruto characters can destroy small country sized areas with a single large bijudama. Nobody in One Piece comes close to the DC of bijudama

Gudodama worked fine on Sakura. It erased the small part of her it touched which she could eventually regenerate. If Madara had made the Gudodama explode she would be turned to dust.
