He's probably the best blend of skill, power, and passion that I can think of. And make no mistake, he will surprass Mihawk eventually.

Caerula Sanguis from "Battle Angle Alita - Last Order". She doesn't have the raw strength that some of these folks have but her skill is up & above many of those mentioned.

Black Star

Drizzt Do'Urden, in a contest of raw skill, is arguably the best in fiction. However over all he's a lot less powerful than many swordsmen here and would lose a battle to them. In pure comparison of skill though he's definitely up there, like I said arguably the best.
