Silver Surfer and up at the very most. Dr.Manhattan's lack of feats keep anyone from truly judging his power, which leads people to believe that he's some kind of unbeatable god.
His opponent would have to have fairly similar powers. Dr. Manhattan's greatest strength is that he doesn't exist in a physical form but as a series of electromagnetic signals. The person who defeats him would have to disrupt these waves in order to destroy him completely or he will be able to recreate himself infinitely.

I definitely think telepathy is plausible considering we didn't see him displaying any sort of defense to it and I thought his largest destructive feat was a nuke?

His greatest destructive feat (which is arguably non-canon, as it's from the movie) is Ozymandias' machine nuking several cities. He didn't do it himself.
In the comic, his greatest destructive feat was dismantling a tank and blowing up (NORMAL) humans.
Way too many fictional characters to say imo. Hell some of the big brains out there in fiction can handle him likely with prep. @JediXMan said:
