1. The universe is not infinite. 2. Green lantern cannot scatter his particles to the end of the universe, the lantern doesn't have the power to affect matters on a universe scale. Not even close 3. Doctor Manhattan doesn't need a body to fight. His body is just a puppet. Even if the lantern destroys it, he can just make another one from whatever matter is around.

Any comparison between Manhattan's and Norrin's feats makes Manhattan look like Silver Surfer Lite, no where near the molecular control, speed or in general any of the powers displayed by Norrin.
