Who can beat the Master?

You may have a team of up to five planet busters or below to stop the Master. He is under the alias of Harold Saxon and has control over the UK. Your team and Saxon get five months of prep. The battle itself takes place at Buckingham Palace with the Master inside and your team storming the gates. You may NOT use the Doctor.

I use the Doctor's Clone from Season 4!
