And here is why: The Spectre can't Judge, condemn or punish anyone who can not make the distinction between Right/Good and Wrong/Evil. Sociopaths are immune to his justice because his justice requires that someone willfully commit sin. It's the core of his existence. He doesn't have the ability to just go off on his own adventures, conquering worlds or battling across the cosmos. The Spectre has a distinct purpose and there's nothing about him that will allow him to deviate from it.
