Who can beat Sandman with no prep?

Sandman is not on Thor, Silver Surfer level but he is above Wolverine, Thing, Luke Cage etc. So..... Who is the LEAST powerful person who can beat Sandman with no prep? Sandman is running down the street with money he stole. What hero/villain can defeat him with no prep? Not stalemate him. Defeat him long enough to get the money back.

Aquaman he will use the water on the creeks and sewers at the city.

Depends on the environment. Hydro,Man versus Sandman is a stalemate, at least classically.

Human Torch is the first character that comes to mind.

electro, batman, stryker(avengers academy),human torch, hydro man... 
or telephatic: prof X, emma frost...

The Trapster (AKA Paste Pot Pete), Hydroman, Pyro, Cyclops, maybe Mysterio...honestly, even Punisher, as said above, with a flamethrower, incendiary grenade, RPG, or something else to turn the sand into glass. Also, anyone roughly as smart as Spidey can probably figure him out.

Cyclops, Sunfire, Firestar, Human Torch, Pyro can turn sand into glass with heat...correction Cyclops is force not heat so scratch him, though he may be able to disipate him with one of them mega eye blasts

Electro could turn him to fulgurite (Spidey did that during that protect the baby from the bad guys and tricked Electro into hitting Sandman) which is what happens when lightning hits sand

Cardiac could beat him with that energy staff of his

Boom-Boom could beat him (is she still alive??)

@pooty: No fire based characters can beat him ... its been done in the past and he turns into glass man for awhile then turns back to sand man over time iirc. I also believe he beat hydroman before as well ... I would go with spiderman since he's done it.

maybe batman, since her had dealt with a similar foe before, so he already knows how to defeat him, by freezing him or turning him into stone

I don't see her defeating him but I was looking at how easily she could get the money back by phasing the bags out of his hands and then taking it back to where he stole it. I don't see what he could to her while phased. She could also go underground where he couldn't follow (at least not easily) and make her way back to return the money that way.

@pooty: Okay just using a flamethrower won't turn Sandman into glass man, you need other ingredients. But heat wise a flamethrower is around 1100 degrees+ and to make glass you need a temp of 1200+ so it's possible if Frank was coming out of his van and spotted Flint Marko at the end of the alley and soaked him with a flamethrower he could $!#^k him up and MAYBE glassify him since its a comic book world. And if it was a comic book world Frank would be able to fuse him into glass and then drive his van THROUGH him!

@batkevin74: That only works if Sandman stands there and doesn't move or attack back. But from the way they write sandman it might happen like you said.

Iceman can do it pretty easily, Storm and Invisible Woman too.
