Any of the God tier homestuck chara-oh wait no gods. John Egbert could beat Percy without his wind powers though, he's much stronger, he has a better healing factor, he's fast enough to keep up with Jack Noir who could deal with two flash stepping opponents without a single blow being landed on him, and the Vrillyhoo Pop-a-matic is vastly more powerful than Riptide. And in more esoteric abilities, John's wind control is vastly more powerful than Percy's water control, he's bored massive holes through a planet via cyclone that seems to be significantly larger than the Earth and Tornadoes that ripped a horde of colossal monsters apart without effort.
Samus Aran then, given that her basic weapons put out terrawatt level energy per shot (her individual power beam shots pack more punch than a nuke in other words.)
Heck, Samus could solo the entire Percy jackson universe, then for whatever reason, after beating Gaea and Apophis, some form of time bomb would activate and the planet would explode.
Kharn the Betrayer vs Percy would be interesting, but I doubt that Percy can handle Khorne's favoured mortal champion.

These guys definitely wouldn't manage it and the others are doubtful.

Well, does Percy know anyone who can stop time? Because that's canonically one of only two things that have ever phased Jack, the other is being hit in the head with the Vrillyhoo pop-a-matic, which is both ridiculously, ludicrously powerful, and randomly creates weird effects based on the effects of the eight eight sided dice inside the "bubble."
Additionally, the Lizard could take on Percy fairly well.

(Continued from one of my alts because I'm a roleplayer and I'm doing something over at the RPG boards that involves this character) Well yeah, Percy struck me as being someone who tried to not use lethal force against people he knows aren't inherently bad, but wouldn't back down from using it, like Thor, Captain America, Samus Aran, or John Egbert. Definitely Mjolnir worthy material in my book.

Samus Aran is acclimated to Zebes and functions at a superhuman level on it. Notably Zebes has a mass of 4.4 trillion teratons, or 856 times Earth's mass despite it being somewhat smaller than Earth diameter wise. As she was able to vault clear onto an eleven meter cliff from ground level without her suit, she'd need to exert enough force to kickflip an M1A2 Abrams main battle tank across a city block and have muscles dense enough to deflect an 88mm armor piercing shell.
