Who can beat a 100,000,000 Tonner that has the durability of a balloon?
Sounds like Strong Guy. He's strong but has no durability. Rockslide doesn't have good durability either, he keeps breaking into smaller rocks when he fights people stronger than him.
Anyone or anything strong enough to tear through a balloon that's also able to avoid his attacks. A guy with a gun could beat this person.

But he regenerates everytime he blows up or inflates.Well he can't beat anyone either, his body blows up whenever it hits anyone.

If he hits Colossus for example who has high durability, he might pop, but the pressure of the air being released from the punch is still give a force equal to 100,000,000 tons. This kind of pressure will knock out Colossus for sure! And what makes it worst is that even if the man explodes, he regenerates at the instant he explodes. So he explodes and implodes at 100,000,000 tons of pressure.

That's the entire building. So if this guy upper cuts the building from below with the pressure of 100,000,000 tons, that means he could completely lift this building with ease and the excess pressure of force would carry this building from once it stood to the middle of the Altlantic Ocean.
Going back to Colossus. Colossus despite his durability can not knock or lift the Empire State Building! If he gets hit with a 100,000,000 ton pressure punch, he could fly from New York and land somewhere in China. And if he was punched upwards, he would never make it down back to Earth.
Magneto is a good example of this: His powers can lift over 100,000,000 tons (When he lifted that island), and he can augment his physical status strength just as much when he fought Herc, Colossus and Thor with his bare hands. But his durability remains the same (human durability).... The only thing that protects him is a forcefield.

You guys aren't understanding the physics here.the problem here has nothing to do with how hard he can hit it's the fact that he doesn't have the durability required to even be in this strength range, if he was physically capable of lifting that much weight without ripping his body apart he'd have to at the very least be bullet proof but most likely far beyond that. one basic rule of common sense is that an person cannot hold more weight than their body is physically capable of enduring. The reason that you can't just lift whatever you want is because beyond a certain point your bones would break and you skin, muscles and tendons would tear
