Which street-leveler can solo the Batfamily ?

Well you have interesting arguments. I'll give you that.

No, but i'm assuming that he's around the same level as the others, and while some of them would surely make Cass work for and possibly even beat her 3 or 4 tims out of 10, i don't see them taking a majority over her, and the issue here is, that either of those guys is not facing Cass alone, is facing 5 members of the Bat-family, including Cass.

Also, if he's greatest asset are his arrows, he's done for, Cass has dodged multiple arrows sent at her, which is no surprise, since she has dodged bullets.

If we're using the term "street leveler" loosely, then Midnighter and Spiderman apply, but if we break it down properly then guys like Black Panther and Wolverine come to mind. Not that i think the latter three could solo the Bat-family, but those are the kinds of guys you're looking at if we exclude the former two from the possible candidates here. Others include Deathstroke and Iron Fist. Maybe you could semi-cheat and send in Taskmaster, after having copied the moves of all the top-tier street levelers in Marvel, to do it? Or look elsewhere and go for Luther Strode, Wesley Gibson, a high-ranking Predator or one of the many Terminator models. There's guys from MGS, like Grey Fox, Raiden and Vamp, let alone any of the Snakes, but some of them are only applicable if the looser term is in use. Same goes for Albert Wesker. There's probably a bunch of anime characters that apply as well.

This totally depends on the definition of street leveler being used here. If it's the former, including Midnighter and whatnot, then there are lots of guys who could do it. If not, and it's just guys who are more understandably street level, then i'm not sure any of them could solo the entire Bat-family.

Taskmaster with prep, Joker with little prep and Spidey with ease.
