Which street level movie characters can beat Arrow?

Which street level movie characters can beat Arrow in a H2H fight? The characters can come from any live-action movie that is not a superhero film and would be comparable to people such as Jason Bourne, Aaron Cross, the Furious guys, the Transporter, Ethan Hunt, Jack Reacher, James Bond, the Expendables etc.

Why wouldn't it work vs his martial arts? It's precog for a reason.

Joe Armstrong from American Ninja, and easily. He'd snatch that first arrow out of the air, stare at Oliver, and meaningfully snap that arrow in two. The fight ends with Armstrong grabbing one of Queens arrows from his quiver and stabbing him with it.

I was thinking that it was just really good detective abilities, but I just rewatched a clip from Game of Shadows and he was able to tell what weapons his enemies would bring out with his eyes closed. So I guess it could work against Arrow.

Garfield Spider-Man was catching flying cars with no straining whatsoever, he was almost equal to the lizard who threw them cars like stones. Maguire was stopping a train. A TRAIN. Definitely above iron man who is still lacking strength feats.
