The Grey Knights from 40k. Their basic troops have telepathy capable of mindraping cities, telekinesis, hundreds of years combat experience, are armed with weapons that distort the immaterium around them allowing them to cut through anything, armor strong enough to shrug off plasma fire and rockets and finally if they combine their psychic presence they can cause warp storms big enough to cover multiple planets. Not many troops are capable of that lol.

Then it's the lanterns. Lots of nobodies who get used as fodder in every major event, but obviously still have crazy lantern powers. If you're looking for something that fits the foot soldier role more, maybe the Kree?

Ok wow. HOW DO THEY FIGHT EACH OTHER? How have I never heard of this series before, it sounds awesome, and those are the fodder soldiers? Jesus

no Lanterns are out as well. think along something SHIELD or NOWHERE like, pure militáns soldiers law enforcers etc, those that heroes smash like nothing.

@YoungChief: The foot soldiers for the Grey Knights are still high tier in comparison to the other races but foot soldiers none the less. As for how do they fight each other very very very big battles. In 40k losing a solar system to an enemy is just like losing an outpost or temporary base. The scale of the wars that go down there are massive.

At one point a sector of 1.300 planets was lost to an immense telepath called the Cacodominus who had all of the planets under his telepathic command. I believe it was called little more than an annoyance that would become a threat later. The Imperium sent in a group of Templars only because they didn't like what might happen in the future not the fact that he had basically stolen an entire star system lol. When they did finally kill it the psychic backlash it created killed billions not millions but billions of low tier psykers around the universe and the Imperium still has more. Granted it was the biggest destruction of telepaths to ever occur but they still have tons left. So yeah.......to put it bluntly things like destroying planets in DC and Marvel may seem big but in 40k losing entire solar systems is a typical monday afternoon.

Order of the Van Hellsings. They basically just had necklaces that kept bringing them back to life or whatever.

Yeah, Grey Knights aren't "foot soldiers." They're ultra elite demon fighting troops of the imperium, with only slightly more elite Terminator versions. IG are the footsoldiers of the imperium -- even the inquisition, which controls the Grey Knights.

Not anymore while they are affiliated with the Inquistion since 6th edition codex they are now their own seperate organization Like the Blood Angels, Dark Angels, Black Tamplars etc.... They don't field IG or Inquistion IG anymore. Their basic troop choice is a Grey Knight Marine.

I think that's gameplay reasons, not in universe. The Inquisition can requisition whoever and whatever they want from the imperium, including leagues of IG troops according to the fluff.

The Inquistion can commandeer troops from all the Imperial Factions however it doesn't mean they run every organization or chapter. Marine's are duty bound to help them and not to do so is basically heresy but the Inquisition does not command or lead the the chapter. That is done by the Chapter Master. In this case Kaldor Draigo or Vorth Mordrak/Stern when Kaldor gets BFRed back to the warp.

In Legend of Korra the cannon fodder enemies chi-blockers where incredibly skilled compared to the Legend of Aang's horribly incompetent enemy soldiers even though they could control the elements.

Don't forget the Men In Black. They may be just normal humans but they are normal humans who have guns the the size of pistols that fire shots that create huge explosions. Honestly with all the Alien tech they have it wouldn't surprise me if they were the strongest comic book organization. What with those pocket dimensions, dematrerialzers, neuralizers etc.... Their tech pretty much dominates S.H.I.E.L.D's.

Shield vs Nowhere(don't know that much dc organizations) only cannon fodders 50 best cannon fodder equipment. they get one elite leader, but only better skills as leader like captain America level rest are same as the other cannon fodder

@Strider92: Let me put it this way, the Ordo Malleus does not, at the first sign of trouble, send in Grey Knights. They ALWAYS order imperium troops (usually headed by an inquisitor) to scope things first. Grey Knights are almost always a last resort because of how rare and powerful they are, and the amount of investment it takes to create even 1.

@CadenceV2: Look at it this way. The question was what organization right? The Imperium is a conglomerate of different soldiers, chapters and cults. Each one of these is an organization in itself the whole thing is merely the collective name. It's like saying an Ultramarine is a Blood Angel simply because its a Space Marine with a chapter when clearly it isn't as they both have different combat doctrines, abilities and ways of fighting. The Blood Angels are a separate chapter as are the Ultramarines, Dark Angel, Black Templar's; Blood Raven's etc.... and lowest form of troop in each of them are scouts (or neophytes if we're talking BT's) so that would be their fodder as they are the weakest in comparison to everything else.

The lowest form of troop in the newly created separate Grey Knight's 6th edition codex are GK Space Marines. They be incredibly tough, incredibly dangerous and powerful fodder but they are still the lowest type of unit in the GK army so as a separate chapter/organization their fodder is GK SM's as they are lowest thing that army can field thus making them fodder in comparison to their other units. As I said they are by no means weak but they are still the lowest unit in that Chapter/Organization.

Another example is the Necrons. To the Necrons warrior's are fodder. They go out there to fight and soak damage. They may be incredibly powerful but they are still the weakest unit in the Necron army and thus fodder in comparison to the rest of it.

@Strider92: Correction. Imperium are not self efficient. You need the Imperial Guards, PDF, Astronomica, Navigators, Mechanum, and Inquisition.

Space Marine are self efficient and need nothing other than themselves. They have Tech Marines (Mechanicum), Librarians (Navigators), Chaplains (Faith), ect. The Chaos Marines are further proof of Space Marine non dependency.

Fact is Imperium is more made up of Inquisition, Imperial Guard, Astronomican, Imperial Navy, and Mechanicum to function as a whole. They cant replace or operate without one or the other.

Space Marines like Ultras have their own System which they rule with their own factories.

Space Marines are vastly independent as a Organisation.

ME LIKEY THIS!!!!!

Though, the Grey Knights are not a faction, as they are part of the Inquisition. But, with the 6 edition rules, can be allied with any imperial force.
