This is sort of impossible to make an accurate conclusion. The weapons have basically remained the same in the games. The equipment in each game only helped fulfill obstacles in that game or certain circumstances, and would  otherwise be impractical in battle. Link himself is basically the same in every game, (except Twilight princess).

The strongest version of Link? The one where I am behind the sticks.

Most powerful version would be Majora's giant mask simply because he is a colossal giant.

The most skilled version by far that I am aware of is the one below as he has visual feats beyond fan speculation.

Once he has beaten the last dungeon, obviously.

Ocarina of Time Link easy.

Naryu's Love with Din's Fire ultimate attack/defense. Add in the Master Sword and Magic Slash for AOE.

Heck add in the gear.

Golden Gauntlets for 100 toner strength, Mirror Shield to redirect energy attacks, Fire Tunic for Fire Immunity, Long Shot, and Ice Arrows to Flash Freeze. To top it off 4 Bottles with Fairys for 4 extra lives!
