Which characters in Arrow can beat Oliver Queen?

I'm curious which characters in Arrow can reasonably be expected to defeat the Arrow in a fight, either based on the fact that it's already happened or implied superiority. It seems like he is amped to the point that almost everyone he faces, regardless of background, is fodder to him (something I fail to understand). In these two scenarios, which characters could be expected to beat him? All fights are until incapacitation.

1. Hand-to-hand, Oliver has his bow to use as a melee weapon, his opponent has their standard weapon (melee only aka sword, bow, spiked knuckles, stick etc). Start 20 feet apart.
2. Standard gear, start 15 yards apart.

Mirakuru Slade

Malcolm Merlyn is pretty damn close, They practically stalemated.

Ra's, Merlyn, Maseo, Slade (without Mirakuru), Brick(?), Thea

A lot of people can win round one. Ollie has survived a great deal of fights solely due to plot, let's face it, its HIS show.

No one can beat Ollie or they would have to change the name of the show...

@sachmoo: Yeah that has been my thought far too many times while watching. But it is his show so I guess that's to be expected.

Merlyn, Ra's, Bronze Tiger possibly a small amount of times, Grundy should have killed him, Mirakuru Slade

in pure h2h Wildcat seemed like he was winning, then out came the boxing glove arrow

1. Ra's, Merlyn, Slade, Ben, possibly Ted or Nyssa
2. Ra's Merlyn, maybe Slade, Ben

Ra's, Merlyn, non-jobbing Slade, Maseo (maybe), P/WIS-Force Nyssa, and Plot-Force Thea.

Ra's, Merlyn and probably Slade.

Pretty much everyone listed here can take the majority over Ollie, except Ted get's owned unless he has obtained better showings since I last saw him. Thea is a good possibility, perhaps Nyssa too.

1. Ra's and Merly are the only two who can definitively best him here. There are several others who have a shot but can have it go either way. Those being Slade, Nyssa, and Maseo.

2. Only Ra's and Merlyn here

Ra's, Slade, Malcolm, Mirakuru Roy, Thea, Moira with a handgun, Deadshot, if you have Flash there too, then he can do it as well along with most metahumans he fights.

Deathstroke, Ra's are the only ones who can take a majority.

Merlyn and Tiger can as well, depending on what the fight comes down to

Merlyn tends to get overconfident in his fights against Oliver. He lost because of that more than once. Not sure about Ben though. Everybody keeps saying he's so skilled but I don't remember anything that impressive from him(except fighting Oliver evenly for a while). I'm re watching Arrow, so..

@rbt: He's beaten Oliver 2 out of their three encounters. The only reason Oliver has been saved was the arrival of the police and Roy. Their second fight Ben had Oliver beat, but Oliver spammed arrows and hit him with a shock arrow, then Ben proceeded to waste his time with gloating.

As for Merlyn, he's still good enough an archer to make their fight h2h, where he handily beats Oliver. And he's only ever lost once to Oliver, when Oliver had to stab himself with one of Merlyn's arrows (not counting the Season 3 instance with Nyssa).
