Naruto and Sasuke through hax and stuff would probably be high-mid tier to low-high tier.
The rest (Itachi etc.) would be somewhere in the mid tier.
Mid Mid tier to high Mid tier, strongest character like Kaguya and Madara are probably around Ironman to Mangeto level.
Most average ninjas are upper street level, but basically most people considered strong in Narutoverse are mid tier to low high tier.
Anywhere from fodder to mid high tier(although the new villains feats/power lvl is still unknown) so could go higher

It's hard to rank them because their durability is that of a normal man. Characters like Guy and Kakashi can do some pretty amazing damage, but if they get a kunai to the chest thats about it. Teleporting was enough to make Minato one of the top ninja of his time because of that. I'm also unsure of how some of their abilities would translate. For example, are Itachi's powers high telepathy that can be resisted? If not, just by making eye contact, he could pretty much beat anyone. Amaterasu would burn, but anyone who can stand the heat of the sun will be unaffected, so it'd be useless against guys like Superman, Thor, Surfer, etc.
Personally, I don't really like where they took all the abilities (jutsu), so I sort of stopped following once Madara and Lord First had their (or their giant spawns'), battle. You could say that was the straw for me. But going off of that, could Thor bash through a Susanoo? Which, while I'm at it, I also didn't like. If some of those outlandish abilities translate well, like Naruto cutting the moon in half(??wtf??), I guess I'd place those high end characters in the tier of Thor/Superman/Flash, even though a lot of people in that tier could probably 1-shot them.

The moon was created by the sage of the sixth path to keep the jubi out of reach from people, so either 1) The sage took the entire moon to put the shell (powerless) of the jubi into orbit in an overcompensating trillions of times over shell, or 2) He made one that was the size of maybe a football stadium to reasonably keep the jubi's body in orbit without fucking over everyone who lives from then on due to lack of land to live on and more or less cutting the world population to 0.0001% sustainability.

There is no such thing as moon sized, especially since the moon of the narutoverse was created by landmass of the earth by the sage only to capture the shell/body of the jubi and nothing else. A moon is simply a landmass that rotates around a planet, the moon is small.
I find it curious that even despite that obvious evidence I gave, you think it's on others to prove your statement is false and not that you have to prove that your statement is true, that's not how logical debate is done.

The moon was created by the sage of the sixth path to keep the jubi out of reach from people, so either 1) The sage took the entire moon to put the shell (powerless) of the jubi into orbit in an overcompensating trillions of times over shell, or 2) He made one that was the size of maybe a football stadium to reasonably keep the jubi's body in orbit without fucking over everyone who lives from then on due to lack of land to live on and more or less cutting the world population to 0.0001% sustainability.
The Juubi would effortlessly destroy something the size of a football stadium. Creating a moon as big as ours from the Earth wouldn't make a lack of land to live on either, and anyway the moon hitting Earth like an asteroid was seen as a lifewiping threat in the last movie. You saying it's smaller is speculation. No official size was ever given for it so using common sense we have to assume it's around the same size as our own.

The strongest characters range from moon-planet level with lightspeed reactions and are capable of surviving in space, destroying atoms, warping objects into other dimensions, absorbing souls, ect.

Like everyone else said, an average battle forum worthy Naruto character is Mid-Tier which the upper level characters being low powerhouses.

I guess that would depend on your definition of mid powerhouse, though Kaguya at least is probably there in any case.
Naruto's highest tiers, excluding Kaguta, are sub-planet level continent busters. They arn't truely planet level because they don't normally operate on that level, they can only scrape at it from below with their strongest techniques at their very best. That puts them high mid, low high maybe. Literally noone has done anything planet level but Kaguya, outside of ITs range...but take away the moon and poof no more planet-level TP for any of them.
The Sage creating the Moon then putting it into orbit is actually a small planet level feat.
Yeah, the energy needed to do that is enough to destroy Mars.

Top tier Naruto are continent+ busters. Not quite planet busters. Naruto's moon was made out of land mass, it's within the upper range of the continent+ range. That's based on demonstrated destructive feats. No speculation, no counting hoisting the moon into the atmosphere (because we don't know if he could have used that energy in a planet busting attack, it would ahve been pretty stupid for him to even try).
You can't rank Naruto characters on the DC scale because Naruto characters have glaring flaws which contradict their power levels. Such as durability. I mean could you imagine a Herald who would die if it was stabbed by a normal blade weilded by a 8 year old human? Seems kind of contradictory to me.
