I've always felt he's unique like Thanos or Parker in that he slides in between tiers depending on his morals and prep; though on average he's herald level. His wildcard is he has a higher gear that shakes everything up.

Current Wally West is a notch above street leveler.

At best he's Herald-level but not even close to Transcendent. Anyone remember the time when people say he could solo Abstracts and beat down a full power Galactus?

Definitely omnipotent but since we're lowballing him here I went for abstract, no other abstract beings have the speed feats to effectively fight him though.
