What City Buster can beat this character?

A Man + Venom Symboite + The MASK + Green Power Ring + Surfer's Board + one Quantum Band + Twilight Sword 
 
 
 
Just an ordinary man wearing all of this stuff vs who can be in par with him or possibly stop him.

The Mask alone is overkill. Then you thrown in the Power Ring, Surfer's Board and a Quantum Band? How is a city buster supposed to beat that?

Professor X comes immediately to mind(pun intended.) Doctor Strange could rock this guy too. Sue Richards as Malice or Captain Universe should be able to manage this. Thor with the Odinforce could beat him. Doctor Doom, Mr Fantastic or possibly even Batman could take him with prep time. If he's bonded to a symbiote, Black Bolt would pose a serious threat. The symbiote/mask combo becomes a liability vs Polaris' secondary mutation which draws power from negative emotions.
That said, you need the power cosmic to use the surfboard unless you're going by movie rules. Also, normal guys can't use the Quantum Bands to their full effect and someone bonded to a Symbiote and wearing the mask would be way too crazy to make use of a green lantern ring.

Green Lanterns are highly resistant to telepathy. The mask' magic would overpower most others. 

With prep, Iron Man or Batman might be able to develop a way to take remote control of the ring or board and have those kill the guy before he knows what's happening. The Mask might make any physical attack pointless so i don't know about the ring, but Galactus has gone toe-to-toe with Mephisto so it's possible that a Power Cosmic powered board might work, assuming Loki's magic is similar to Mephisto's magic.

Destructive power doesn't necessarily determine who wins in a battle. Someone can have the destructive power to destroy the universe but if they have regular human stats for everything else, someone with enough speed can just go and beat them into unconsciousness before they can do anything. Or if someone had powerful telepathic powers, they could mindrape them before they did anything. The telepath or speedster wouldn't even need city-busting power to stop that person.

Thanks to QB - he is Quasar pretty much, so he is immune to TP.
Thanks to TS - he has his own reality warping powers, so this also won't gonna defeat him.
