The debate was whether he was fast enough to react to speeds that Superman has displayed. As we have the evidence of the speeds that Superman has displayed, routinely, and all we have for Thor are a few instances where it said he reacted at superspeeds, then the evidence was clearly in Superman's favor.
Please show me the evidence that Thor is slow? Show me how his reflexes are so slow like you an so many other ignorant people on the vine claim to say all the time. But that was that debate. This one is about Thor beating the Red Hulk. Look at all of the battles between Thor and the Hulk and see if you can spot Thor making Hulk look slow. You wont find any. Consistently in their battles it's a slugfest with no one showing an edge in quickness or reaction time. This could be poor writing, or it could be that the characters are fairly close in speed. As there is not much evidence of Thor using superspeed, and I have read Thor since the 70s, there is little reason to believe that he would overwhelm Hulk with his superspeed.
Buckshot will speak for himself but I remember him stating that he went back and familiarized himself with Thor because of so many people making such a big deal out of him. So I wouldnt just assume that he doesnt know the character or is ignorant to what he can do, as by now Buckshot might have read everything about Thor that you have ever read.
